The Ministry of Home Affairs Civilian Scholarship is awarded to all-rounded individuals who are passionate about strengthening Singapore’s safety and security in a civilian appointment. Depending on your interests and aspirations, you can choose from a range of meaningful and rewarding career in a Generalist or Specialist field.*
This scholarship will allow you to kickstart your leadership journey in the Home Team, and you will receive the opportunity to pursue your undergraduate studies at a prestigious local or overseas university. Upon your return, you can look forward to learning and development opportunities to equip you as a future leader in the Home Team.
*These are the specialist fields available:
• Commercial Affairs
• Intelligence
• Internal Security
• Psychology
• Singapore Citizen or Permanent Resident intending to take up Singapore Citizenship
• Strong leadership qualities and potential
• Possess strong interest in safeguarding the safety and security of Singapore
• Good academic and Co-Curricular Activities (CCAs) records
• GCE A-Levels, IB, Poly, NUS High School, or other high school diploma/certificate; current undergraduate students (not in final year of studies) may also apply. You may apply prior to receiving your final examination results. Should you be found suitable for a scholarship, you may be made a provisional scholarship offer that is subject to confirmation upon the release of your results.
• Perform well in National Service (for male applicants)
For Mid-Term Scholarships, the following criteria would additionally apply:
• Currently pursuing full-time undergraduate studies and on track for graduation with at least 2nd Upper Honours or equivalent
• Have completed at least one semester and not in the final year of undergraduate studies at point of application
• Tuition and compulsory fees for undergraduate studies+
• Maintenance allowance (overseas/local)
• Pre-study allowance^
• Vacation attachments
• Sponsored return flights for undergraduates studying abroad
• Sponsorship for university exchange programme and post-graduate degree#
Bond Duration
• 6 years bond (Overseas university in English-speaking countries)
• 5 years bond (Overseas university in non-English speaking countries)
• 4 years bond (Local university)
+Students reading Medicine, Dentistry and Architecture are not eligible.

Most disciplines except Medicine, Dentistry and Architecture. For the Commercial Affairs track, you will have to pursue a degree in Accountancy, Law, Business Administration, Business or Economics. For the Psychology track, you will have to pursue a degree in Psychology.*
*If you pursue a Law degree, you will not be called to the Bar while serving in the Home Team
